This policy can be used to tell officers or Naval Personnel Command members when transfers are open or closed, and for what ranks.

Transfers: OPEN

O-1+ (ENS/2nd Lt+) Transfers: OPEN
W-1 - W-5 (WO/CWO2 - CWO5) Transfers: OPEN
E-6 - E-9 (PO1 - FLTCM/MCPO/SSgt - SgtMaj) Transfers: OPEN
E-3 - E-5 (SN - PO2/LCpl - Sgt) Transfers: OPEN
